Endgame made me realize how weird this moment is. After they have captured Loki they go down to the Lobby and SHIELD agents ask them where are they going. Thor replies "to have dinner and then to Asgard". Since Thor goes back to Asgard with Loki and doesn't come back this means they went to have Shawarma with Loki in chains. They probably locked Loki in the bathroom while they were eating.
